It sounds like a firewall issue. Does clicking the Send/Receive button send the emails? If so, it is most likely the firewall. You'll need to allow RPC for this to function correctly. When I test the accounts with the "Test Account Settings" button it sends an e-mail that I can retreive on my ISP.
